Bruce is a professional town and regional planner who has worked in both South Africa and Ireland.  In 2001 he was recruited from South Africa by the Irish government to work as a planner in the Planning section of the Department of Environment, Community and Local Government.  Amongst other things he was responsible for planning matters at a national level for between 7 and 12 counties at any time.

He has been closely involved in spatial information matters and for 4 years was the President of EUROGI, the European Umbrella Organisation for Geographic Information.  He has also been President of IRLOGI, the Irish Organisation for Geographic Information.

For just over 2 years he was Senior Advisor: Spatial Data Infrastructures to the World Bank where the focus was on S Korea, Brazil, Jordan and Uganda.

He retired from the Department in 2014 and set up his own planning consultancy.  One of the jobs which he has undertaken was an appointment from the UN Environment Programme as Moderator for the Africa Community of Practice which was part of the process of preparing a 2016 Environment Assessment for Africa, the assessment being published last year.
